Visit of the Minister of Finance, Dr. Gibril Ibrahim, to the headquarters of the Taxation Chamber in Khartoum today, accompanied by Maki Abdelrahim, Acting Undersecretary of the Ministry of Finance, and directors of the Ministry’s general departments, in an effort to provide the requirements for transformation through the latest technologies, specialized training for staff, and the attraction of qualified talents.

 

In line with efforts to enhance tax administration and expand the tax base, the Tax Authority hereby announces the resumption of the E-Invoice System. This measure is implemented in accordance with the applicable tax laws and regulations.

In line with the principle of transparency and in an effort to correct misconceptions, the Secretary General of the Tax Authority confirms to the public that what has been circulated in some media outlets and social media platforms regarding the Authority’s link to the increase in ticket prices is entirely unfounded.  

Mr. Badr Al-Tamam Mohamed Saad, Secretary General of the Tax Authority, clearly and unequivocally stated that the Authority does not interfere in ticket pricing nor does it issue any decisions related to their increase, and that linking these increases to taxes is a false and inaccurate interpretation.  

He clarified that Value Added Tax is imposed on the actual price of goods and services pursuant to Article 22 of the 2001 VAT Law, at a fixed rate of 17%, which does not change with price fluctuations and can only be amended through legislation. Therefore, any increase shown in the amount of tax collected is a natural and direct result of an increase in the price of the service itself, and not due to the imposition of new taxes or a raise in existing rates.  

The Secretary General affirmed that the Tax Authority plays a pivotal national role in supporting the State Treasury and effectively contributing to meeting its obligations and supporting the "War of Dignity," in addition to its role in supporting reconstruction efforts and addressing the effects of the widespread destruction caused by the war, as well as assisting voluntary return programs for citizens and enhancing stability and security.  

The Authority stresses its full commitment to fulfilling its duty toward the State and citizens with complete professionalism, integrity, and responsibility. It calls on the media to exercise accuracy and obtain information from official sources, and to avoid spreading unverified information that could confuse public opinion and harm the public interest.  

The Tax Authority reiterates that transparency and honest communication with citizens will remain a consistent approach, and it will not hesitate to clarify facts and respond to any misinformation in order to preserve public trust and serve the nation.

The Secretary General of the Tax Authority announced the conclusion of a series of joint meetings with the Union of Sudanese National Transport Chambers (the National Chamber of Heavy Truck Owners and Dry Transport), which began on March 26, 2026, and concluded with the third consecutive meeting, held in an atmosphere of cooperation, understanding, and national responsibility.

The meetings resulted in a mutually satisfactory agreement. The Secretary General of the Tax Authority confirmed that the agreed-upon measures are in accordance with the provisions of the law, while taking into account the challenges facing the transport sector, foremost among them the rise in operating costs, in addition to issues related to non-compliant small vehicles and buses that fail to pay taxes, given their direct impact on fair competition.

Both parties affirmed their commitment to continued coordination and joint consultation, and to implementing the agreed-upon measures through official channels, in a manner that strengthens institutional partnership, achieves tax equity, and contributes to supporting the stability and development of the transport sector in service of the national economy and the public interest.

This statement issued by the Secretary General of the Tax Authority serves as an official call to all taxpayers to submit their tax returns for the 2025 fiscal year no later than April 14, 2026. This measure is based on the 1986 Income Tax Law and its implementing regulations to ensure legal compliance and avoid the penalties and fines imposed on late filers.

The announcement also included special directives for individuals in conflict-affected states who have relocated to safe areas, requiring them to submit their documents to the tax offices at their current places of residence.

This announcement aims to regulate the tax collection process and facilitate procedures for citizens despite the current circumstances the country is facing. Accordingly, the Authority affirms the importance of adhering to the specified deadlines to ensure the efficient operation of administrative and legal processes.

A high-level meeting was convened under the chairmanship of the Minister of Finance and Economic Planning, Dr. Jibril Ibrahim, with the attendance of the Secretary General of the Tax Authority, Mr. Badr Al-Tamam Mohamed Saad, along with the Directors General. The meeting was held as part of the Ministry’s efforts to develop institutional performance and achieve the strategic objectives of the State’s general budget.

During the meeting, the Secretary General reviewed the progress made on the Network Integration Project, confirming the completion of integration with the Commercial Registry, the Customs Authority, and the Central Bank of Sudan. This step enhances the efficiency of information exchange and accelerates tax procedures. He also presented a set of technical and operational proposals and requirements aimed at advancing the Authority’s operations, increasing public revenues in line with the volume of government spending, and enhancing job satisfaction among the Authority’s staff.

For his part, the Minister of Finance endorsed the proposals presented, affirming the Ministry’s full commitment to strengthening the capacities of the Tax Authority, particularly in the areas of e-collection and expanding the application of modern technical solutions, in addition to raising staff efficiency and improving the work environment. His Excellency stressed the importance of broadening the tax base to include all informal sectors and enforcing deterrent penalties for tax evasion, considering it a crime that harms the national economy.

The Minister also emphasized the need to tighten the tax system so that no legal or administrative procedure is carried out without a tax clearance certificate, noting the importance of raising public awareness of the role of taxes in financing public services and achieving sustainable development, in a way that serves citizens and strengthens trust between the State and society.

This meeting is part of a series of strategic meetings aimed at achieving tax equity, ensuring transparency, and maximizing resources in line with the State’s priorities in the current phase.

With hearts that believe in Allah’s will and decree, and with profound sadness and sorrow, the Tax Authority mourns Ms. Afaf Abdelghani, Director General of Taxes for Khartoum State and the Karari Specialized Office, who passed away after a distinguished career marked by dedication, devotion, and selfless service to her work and colleagues.

The deceased was a role model of perseverance, integrity, trustworthiness, and good character. Her contributions and efforts will remain a testament to her dedication and loyalty throughout her years of service with us.

We ask Allah the Almighty to envelop her in His vast mercy, grant her a place in His spacious gardens, and inspire her family, relatives, and colleagues with patience and solace.

Dr. Jibril Ibrahim, Minister of Finance and Economic Planning, emphasized the importance of activating network integration between the General Administration of Customs Forces and the Tax Authority, in line with the State’s direction toward digital transformation and to achieve the highest levels of cooperation and coordination. This will contribute to maximizing public revenues to address the current challenge of mobilizing domestic resources to finance priorities.

During his meeting today with revenue-generating units, with the participation of Mr. Abdullah Ibrahim, Undersecretary of the Ministry of Finance, the Minister highlighted the importance of sustaining the success achieved by the units in the previous year and increasing opportunities for success this year, in a manner that strengthens the capacities of the economy and meets the requirements of the current phase.

The General Administration of Customs Forces and the Tax Authority agreed to form a joint technical team to reactivate the previous network integration between them. They also agreed to establish a unified window at the customs yards in Dongola and Merowe, with the aim of coordinating and integrating the work of the two units and facilitating procedures for clients.

It is noted that the meeting was attended by the Director General of Customs, the Secretary General of the Tax Authority, the Director General of National Revenues, and the Director General of Information Technology at the Ministry.

Servers and equipment containing the Tax Authority’s electronic systems were evacuated from the Authority’s headquarters in the Khartoum area, adjacent to the General Command of the Armed Forces. The operation was carried out by a team who risked their lives under rebel fire during the "Battle of Dignity," setting the highest example of patriotism, sacrifice, and valor. The team members are:
